New Requirements for Environmental Authority Applications: GHG Emissions Assessment

As of May 2024, the QLD Department of Environment, Science and Innovation (DESI) requires Environmental Authority (EA) applications, both new and amended applications, to include an assessment of Greenhouse Gas (GHG) emissions.

The guidelines apply to EAs for resource and prescribed environmentally relevant activities (ERAs) and may inform the Terms of Reference for an EIS.As per the guideline, for site-specific applications (including projects that require an EIS), proponents must:

✔ Identify the GHG emissions likely to be generated throughout the life of the project,

✔ Determine if the application meets the medium to high GHG emission category,

✔ Identify management measures proposed to be implemented to prevent or minimise adverse impacts,

✔ Prepare a GHG abatement plan, and

✔ Describe the impacts of climate change on environmental values and the risk and likely magnitude of such impacts based on the relative scale of the project's net GHG emissions.
